This may be well-known here but I've been digging into animated wallpapers for my PC desktop - it's 2019, after all. Found Wallpaper Engine on Steam and it has quite a few retro walls that are animated. Really worth a look, also be sure to check out the Cyberpunk sections! Apologies if this is old news :(
